“Personally I believe that it was a mistake, when NVQs were created, to remove quality grading. Competence is vital but competence and excellence are not the same thing. Individuals as well as employers and teachers all want to know how good a performance is so Star Units are an important step in that direction by bringing differentiation into the qualifications system. Star Units are popular and they are effective – they are a good solution.”
